Well, brakes are pretty important and not something to take chances with. From your original question you may not have the competency or knowledge to solve the problem yourself, look or find out what the owners manual says and then know the car is safe to drive. Think yourself lucky V.W have stopped you starting and driving your car.

Best advice is to talk to a garage or dealer and let somebody look at it? With a question like 'My brakes are bad how do I fix them' You are unlikely to get replies from anybody who knows how serious braking problems can be.

Kylie,

Where do you live in Australia?

Are you a member of a motoring organisation like the NRMA in NSW?

Whatever you do, do not attempt to drive the car until you have the car checked by a VW specialist or your local motoring road service organisation breakdown service.

The risk of causing further damage or being involved in an accident due to car problems is too serious to take a chance.

There are so many possible causes it is impossible for anyone to give you advice from afar. You need to get this car to someone who knows Volkswagens to scan the car for fault codes so they can determine the cause of the problem(s). You are more likely to get the result you want from an independent repairer, but find one who specialises in VWs.
