I have a new ABT quad tipped muffler to install on my EOS. My one concern is what to do with the exhaust flap valve and the exhaust flap. What exactly does this do?
I can just leave it on the old muffler and plug the vacuum line going to the vacuum control unit.
I can leave it attached to the exhaust flap value and not install it in the new muffler.
I can try to install the exhaust flap valve and flap in the new muffler.

Any and all info and suggestions would be very much appreciated!

If your area has strict emission control laws, you may want to read this.

I found this using a quick 10 second search using Google. I suspect you can find more in depth information by spending a bit more time than I did.
